He is extremely supportive and committed to higher education in the state!</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-size: 12pt; line-height: 115%;"><span>o<span>&#160;&#160;</span></span></span> <!--[endif]--><span style="font-size: 12pt; line-height: 115%;">In an effort to have maximum participation, the BOG members are encouraged to attend every meeting.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-size: 12pt; line-height: 115%; font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]--><span style="font-size: 12pt; line-height: 115%;">Recreation Center should be dedicated sometime in early August.</span></p>

<p class="MsoListParagraphCxSpFirst" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-size: 12pt; line-height: 115%; font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]--><span style="font-size: 12pt; line-height: 115%;">Mike indicated that this is one of the BOG’s most important roles; the finance committee also recognizes the importance of funding salaries at competitive rates for both staff and faculty; the over-all budget is a significant challenge this year; the finance committee views this responsibility as an important and critical one.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-size: 12pt; line-height: 115%; font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]--><span style="font-size: 12pt; line-height: 115%;">Every time we increase the tuition, we do make it that much more difficult for our students to attend Marshall. At the same time, we must consider increasing tuition to ensure that MU is competitive and can meet its financial needs to continue to provide quality education to the students.</span></p>

<p class="MsoNormal"><span style="font-size: 12pt; line-height: 115%; font-family: &#34;Times New Roman&#34;,&#34;serif&#34;;">Dr. Larry Stickler from the College of Fine Arts and Dr. Steve Banks from the College of Education and Human Services were both nominated for the BOG Faculty Representative position 2009-2011.<span>&#160;</span> Dr. Chuck Bailey, from the School of Journalism and Mass Communications, was nominated for the ACF position formerly held by Dr. Ben Miller of COFA.<span>&#160;</span> Please do not forget to vote when the notice is sent regarding ACF and BOG elections in MyMU!</span></p>

The 2008-09 Program Review process took place on April 16 and 17, 2009 in which the following programs were evaluated and approved by the board for the proposed actions listed below. At this time, Dr. Ormiston recommended that resource enhancements be tabled until more information is provided regarding the budget situation for 2009-2010 in light of a potential 5% cut by the State of WV:</span></p>

While the earnings have been very low, they are recovering slowly from the major dip that was seen in the last quarter. View the financial reports starting on page 11 of the Agenda packet provided.</span></p>

<p class="MsoNormal"><span style="font-size: 12pt; line-height: 115%; font-family: &#34;Times New Roman&#34;,&#34;serif&#34;; color: black;">The Academic Committee chaired by Verna Gibson, had a full agenda of action items. The BOG voted unanimously to pass the following actions:</span></p>

Expenditures for utilities have to be reduced for the summer because AEP is projecting an 18.5% increase in costs next year so we must prepare if this passes.</span></p>

The turn-out was excellent; the attendees filled the Keith Albee and more participation is expected next year.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]-->The MU Institute for Interdisciplinary Research is up and running; the first researcher is in place along with personnel and over a million dollars in grants; he is bringing an additional 8 people to the lab.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in;"><!--[if !supportLists]--><span><span>o<span>&#160;&#160;</span></span></span> <!--[endif]-->Univ of KY meetings – WVU colleagues and members of the Dept of Commerce attended; the group met to learn more about their experiences re: bucks for brains; the UK president will be coming to MU to view the interdisciplinary research institute. They have raised 1.8 m and have 1.1 m verbal commitments so far.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]-->Financial planning &#38; forecasting – Anita Lockridge is moving us forward; we need to realign our systems to support what we have; austerity budget planning measures are in place for ‘09; each VP has been informed to anticipate the forecast of potential down-turn in the state.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]-->Recruitment &#38; retention – Dr. Ormiston is generating a compressive plan for recruitment and retention; it is very specific and focused to help produce sustainable measures.</p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in;"><!--[if !supportLists]--><span><span>o<span>&#160;&#160;</span></span></span> <!--[endif]-->Admission – non res/metro up 16.4% (204); overall up 7.9% ; trend analysis indicates we will meet or exceed our 5% freshmen enrollment projection; we are ahead of last year.</p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]-->Capital projects – 1.4 m renovation work has been completed such as the MSC basement; another 1.8 m renovations are underway on campus; early February is the target for a soft opening of recreation center; grand opening likely in March.</p>

This committee would include reps from both boards to resolve the admin issues and financial considerations.</p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in;"><!--[if !supportLists]--><span><span>o<span>&#160;&#160;</span></span></span> <!--[endif]-->Univ of KY meetings – WVU colleagues and members of the Dept of Commerce attended; the group met to learn more about their experiences re: bucks for brains; the UK president will be coming to MU to view the interdisciplinary research institute. They have raised 1.8 m and have 1.1 m verbal commitments so far.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-indent: -0.25in;"><!--[if !supportLists]--><span style="font-family: Symbol;"><span>·<span>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;</span></span></span> <!--[endif]-->Financial planning &amp; forecasting – Anita Lockridge is moving us forward; we need to realign our systems to support what we have; austerity budget planning measures are in place for ‘09; each VP has been informed to anticipate the forecast of potential down-turn in the state.</p>

This committee would include reps from both boards to resolve the admin issues and financial considerations.</p>

Attached you will find the BOG Agenda for the Wednesday, November 13 meeting that will take place in the Shawkey Dining Room of the Memorial Student Center at 10:45 a.m.<br />

Senate Executive Committee Request for Information<br />
<ul>
<li>As per the request made at the September 8 meeting, members of the Senate Executive Committee asked for answers to a few questions in preparation for the full Senate meeting. I spoke with Layton Cottrill, General Counsel, on 9/18, who indicated that inquiries for information are directed to his office; the decision on the sale of the property has not been made nor has a date been set; the second appraisal has not been completed yet; once the university has that information, the BOG will have to consider price in addition to other fiduciary responsibilities.</li>
<li>During the fall faculty meeting on September 22, President Kopp provided additional details regarding the status of the University Heights property.</li>
</ul>
<div style="margin-left: 2em">August 29, 2008 Meeting Notes<br /></div>
<ul>
<li>The most recent meeting took place on Friday, August 29 via conference call in President Kopp’s office at 4:00 p.m. The agenda consisted of a brief discussion regarding the Higher Education Policy Commission (HEPC) capital improvement list in which MU projects must be submitted prior to any initiative to seek funding or break ground in the future. The 2009-2014 submission included many "wish list" items that have no location or funding to date. In order for any of these to become a reality in future years, the university was required to make the HEPC aware they are on our long-range plan.</li>
<li>The University Heights property was also discussed. A public meeting had been held earlier in the day to allow community members to voice concerns. The public was also made aware that both Prestera Center and the Cabell County Board of Education submitted bids; however, the board determined that more information was needed before any action could be taken. A second appraisal is required by state code; this appraisal is still pending.</li>
</ul>
<div style="margin-left: 2em">August 22 BOG Summit Update<br /></div>
<ul>
<li>The weekend before school began I joined members of the MU BOG at the Board of Governors Summit meeting hosted by the WV HEPC at Stonewall Resort. John Hess, Virginia King, Sherri Noble, and Michael Sellards also attended the two-day meeting. Several BOG members and some presidents from the state’s public institutions participated representing Bluefield, Concord, Fairmont, Glenville, Shepherd, West Liberty, West Virginia State, the WV SOM, WVU Tech, and West Virginia U.</li>
<li>In addition to member panel discussions on issues such as campus communication, funding, retention, and board responsibilities, members of the Association of Governing Boards of Universities and Colleges and leaders in higher education provided sessions on ethics, finance, accountability, retention, and assessment. Governor Manchin was the keynote speaker, Chancellor Noland moderated, and Senator Plymale participated on the opening panel. The information, materials, and sessions presented provided the state’s BOG members with the opportunity to discuss state-wide higher education issues with other board members, lawmakers, AGB and HEPC officials. I felt it was a very worthwhile program that allowed for faculty board representatives to meet and share information.</li>

The next BOG meeting is scheduled for November 13; but, a meeting can be called anytime if action is to be taken on the University Heights property. Faculty will be notified if this occurs.<br />
